Work Groups

The Work Groups (WG) or Ad Hoc Committees are set up for specific purposes and for given periods.
They are established to develop ARA policy on subjects key to the Members’ interest.

The Products SpecificationsWG acts as the unique voice of the ARA on future specifications of fuels, as well as on issues related to strategies related to vehicle emissions. It participates in various meetings on specifications, which are held on the continent.

It is responsible for supporting the improvement of air quality policies and has developed a series of fuel specification bands over a period of time (African specifications AFRI 1, 2, 3 and 4). It is coordinating a project to identify how African refineries can achieve AFRI 4 by 2020.

Its work resulted in a joint study by the ARA and the World Bank, the final report of which was published in 2009, covering the health benefits of moving to AFRI 4 fuel specifications, together with improved vehicle technology and the associated costs to upgrade refineries.

The WG actively monitors fuel specifications and maintains a road map for future African specifications.

The Human Resources & Sustainable DevelopmentWG responds to the will of the ARA to establish an HR and Corporate Social Responsibility policy based on collaboration within the member refineries and Associate Members for the sustainable development of African countries. It is responsible for creating and maintaining a database of experts to identify the various skills needed.

To achieve its objectives, the initiative of creating an African Academy of Refining professions, Environment and Sustainable Development (ACAFE) has been ratified and implemented by the ARA.

The Storage and DistributionWG offers the ARA a focus on the supply, storage and distribution of products across Africa. This WG is in charge of establishing ARA safety and quality standards for oil depots and distribution, following the departure of many of the international oil companies from the African Downstream.

The Refining Techniques and Hygiene, Safty & Environment (HSE)initiates technical seminars to enable experts and industry professionals to share “Best practices “. This WG is responsible for creating a real platform for exchange.

The terms of reference as well as the list of group leaders, advisers and members are available on request. The coordination of these WGs is entrusted to the ARA Operational Headquarters in Abidjan, Cote d’Ivoire
